14 almost 15 shaving "down there" hair?

My sister is 14 turning 15 in July (freshman in highschool) shaved all her hair. She said it make her uncomfortable. Is that Ohk? Cause first thing that comes to mind Is she is having sex... But people is it Ohk? At this age? Let me know what yhu think. Thanksss
