How come yhu can ride a gas scooter in the park but not a gas pocket bike?

ok so wat happened was meh n my frend was riding gas motor scooters in the park..no one called the police or said any thing..but wen we saw this boy on a gas pocket bike rideing in the park....the police was looking for that person the gas pocket bike....but no one reported it though..wats the differnce between gas scooter and gas pocket bike???
